2.8 LINE HANDLING AND BOOMING Vessel agent must arrange for line handling to offshore tie up and for all Ships and ATBs. Agent must arrange for booming if required. All launch services and line handling services are provided by the below outside vendors: Best Bet Line - (361) 884-9933. Coastal Bend Mooring and Marine - (361) 883-3288 2.9 AVAILABILITY OF BUNKERS Bunker products are not available at STG. 2.10 AVAILABILITY OF FRESH WATER Fresh water is not available. When a Buckeye terminal is under a severe weather or hurricane warning by direction of the National Hurricane Center, all tankers are to be vacated from the facility a minimum of 24 hours prior to the arrival of gale force winds (approximately 39 MPH), or at the direction of the Captain of the Port (USCG for U.S. Terminals). Vessels directed by the Captain of the Port to remain at the dock, when the port is under a hurricane warning, will be required to disconnect hoses/cargo arms, put out additional mooring lines, take on maximum ballast to remain safely afloat, maintain engines in standby readiness, secure decks for flying debris, remove gangway, shelter personnel in place, maintain radio contact with terminal personnel, and evacuate personnel when instructed to do so. For Operations Not yet Started: With sustained winds from any direction over 30 MPH, do not hook up hoses or loading arms. For Operations Started: If winds are forecasted to be in excess of 25 MPH, the vessel crew shall be requested to place additional mooring lines out. With sustained wind from any direction over 30 MPH, the vessel will suspend cargo operations and vessel’s crew to be on mooring watch. With sustained wind from any direction over 35 MPH, hoses should be disconnected. Barges shall have a tug in attendance with its engines on stand-by. With sustained wind speed over 35 MPH from any direction, the crew and engines will be on stand-by and a tug or tugs should be alongside.
Delivery items DIRECT DOCK ACCESS Prohibited deliveries via direct dock access • Lube oils • Fuels (bunkers) • Drums or containers of hazardous chemicals, paints, etc. • Compressed gas canisters of any kind or product except canisters require for safety systems such as fire suppression or extinguishing • Any and all other environmentally sensitive materials Allowable deliveries via direct dock access • Small, personal consumable stores such as perishables, dry goods, etc. (Bulk consumables are to be delivered only by channel access) • Spare and/or replacement parts that do not contain any environmentally sensitive material • Any regulatory required service (slops, garbage, etc.) CHANNEL SIDE Prohibited deliveries via channel side access with launches or barges • Lube oils • Drums or containers of hazardous chemicals, paints, etc. • Compressed gas canisters of any kind or product except canisters require for safety systems such as fire suppression or extinguishing • Any and all other environmentally sensitive materials Allowable deliveries via channel side access with launches or barges • Fuels (bunkers) • Consumable stores such as perishables, dry goods, etc. • Technical stores, other than parts, such as piping, steel plating, etc. • Spare and/or replacement parts that do not contain any environmentally sensitive material Method of delivery Dock side access NOTE: Buckeye requires all contractors or delivery personnel, prior to performing the deliveries, to obtain our site orientation through the Contractors Safety Council located in Corpus Christi, Texas. The orientation will consist of class code SSSAB (Safe and Secure Stay at Buckeye). Due to the hazards present at the facility a prerequisite to these courses will be Basic Plus or Basic Plus Refresher. • Via vessels/barges gangway • For personal safety, PPE requirements as described earlier in the ON PREMESIS PERSONAL PROTECTIVE EQUIPMENT section of this manual must be followed • Three points of contact must be maintained (the use of only one hand to carry items and the other hand holding gangway railing) to ascend or descend the gangway. Channel side access with launches or barges • There may be cases when cargo cannot be transferred onto a vessel moored at the Terminal berths. Consult your Terminal Scheduler for more information. • The vessel must notify the Buckeye South Texas Gateway Terminal Dock Person in Charge (PIC) that the launch/barge is about to come alongside the vessel. • The PIC will cease cargo loading/discharge operations while the launch/barge is mooring to the vessel at the Terminal berth to transfer its goods and material. • The vessel can restart cargo loading while the delivery is underway. • The vessel must notify the PIC once the delivery is completed and launch/barge is ready to disconnect and unmoor from the vessel.
