Seas are provided as a range of the average height of the highest 1/3 of the waves...along with occasional height of the average highest 10 percent of the waves.

.SYNOPSIS FOR THE MIDDLE TEXAS COASTAL WATERS...
Dense fog will persist over the bays and Middle Texas Coastal Waters through mid afternoon. Visibilities should improve somewhat during the afternoon, mainly over the bays and offshore waters, however conditions are expected to deteriorate once again this evening and tonight. A few showers will be possible today, and an approaching cold front should bring more scattered showers on Thursday. Otherwise, weak southeasterly flow will persist. Isolated showers are expected Friday and Saturday. A cold front will move across the Waters Sunday and trigger scattered showers. Small Craft Advisory Conditions remain likely after frontal passage.
